If you want record-level control over the label, you should add a new field to your table/view that can contain different information for each record.

If you want to make an application-wide setting for the label, you can create a "system settings" table that stores the value.

There's no real multi-user issues that are special to the label edit functionality...the value is stored in a table just like any other data and multi-user contention checking is automatically performed by the Framework.
