At least in the U.S., they would rather gnaw off their own arms than admit outright that they are targeting the base with their remarks. Only the scum in the other party stoop that low <g>. Instead they claim to be speaking to both sides of the aisle, those with whom we have reasonable disagreements on certain issues, all Americans, and so on.
