>What protocol are you using to download the file? If you're using FTP then you might try performing a Refresh (it may require several attempts) to re-load file listings before you initiate the transfer.
I am download the file as following
http://www.mysite.com/folder/filename.zip I do this with many customers but only this one has the cache in the browser "stock" and no matter what I do I get the old version of the file.
