I don't know the answer to your question, but the SOAP Toolkit has not been supported by Microsoft for a long time, so I always recommend wwSOAP (
http://www.west-wind.com/wwsoap.asp) to access web services. It is free and also part of West Wind Client Tools (
http://www.west-wind.com/WestwindClientTools.aspx) if you need support. If you have more complex needs, take a look at Web Service Proxy Generator (
http://www.west-wind.com/wsdlgenerator/) which uses .NET.
