Even if the CPU might be able to handle 64-bit, the motherboard might not be. And in other cases, even if there isn't anything in the hardware that would prevent you from running 64-bit OS, you might discover that it runs too slowly to be of any use. Sort'a like how it was like running Win95 on a 386SX system (minimum spec as far as beta was concerned, If I remember correctly, the release version specified minimum of 486DX -- and even that configuration was annoyingly sluggish. By the final service pack I believe mimum spec was changed to say Pentium).
