Another idea would be to limit inheritance to let say 50M per child/heir.
The rest they can spend on gifts, their own pleasure or charities/foundations but while they are alive.
So you can either spend it, or give it to charities. My take is that most of them would decide to spend it one way or another, rather then leaving it to taxman (whom they creatively cheated all their lives)

Wander how many jobs would have been created if all those rich people (who we never heard of) are all forced to spend their fortune during their lifetimes. Instead of pushing millions of those who have no money into (over)consumption (via bank loans, credit cards, Xmass, halloween etc) and creating piles of personal debt, how about 'stimulating consumption' by those who already have billions to their names.

I see no real victims except for various P.Hilltons, x.Cardashians or EnNicolSmith types, that would have to be tad more careful about their pocket money. I fail to see much bad in that ;)
