I'd use the string.IsNullOrEmpty() method instead:
        Public Function GetNonNullable(ByVal tcValue As String) As String
            Dim lcValue As String= ""

            ' If we have a value
            If Not string.IsNullOrEmpty(tcValue) Then
                lcValue = tcValue
            End If

            Return lcValue
        End Function
