>When I am using VFP9 IDE in Windows 7 and I move (by dragging) the Property window, I see a frame (empty rectangular) popping up and kind of moving along with the property window. When I stop moving the Property window, this “frame” goes away. Anybody has noticed this behavior or it is specific to my PC?

No, I'm not seeing that.

Normally, I start up VFP9 with just an un-docked Command Window. Suppose I then create a new Form. I then have 3 "windows" open: Command, FormDoc1, and the Property Sheet. None are docked. The Layout toolbar may or may not be docked.

I can drag the FormDoc1 and Property Sheet windows around and they behave as expected - the windows' contents are visible while dragging.

If I drag the Command Window, its contents do NOT show while dragging; only a thick, grey, slowly-refreshing border gets dragged. This has been discussed before and is a known issue with VFP9 on Win7; if memory serves, it's a side effect of having Aero turned on.
