The whole thing is just a misnomer. It's called "fund", whereas in substance it is not. A fund is a heap of money set aside for a specific use. With social security being in the red well into the future, it's still running a surplus, which should have multiplied many times already. But it's not a heap of money, it's a heap of bonds of suspect future value. And they actually never speak of it as a fund, i.e. a heap of accumulated money, but as a... what it should be called. A funnel.
