I do not think this one requires any registration. The "REQUEST_DENIED" indicates that your request was denied, generally because of lack of a sensor parameter. In the example URL, there is nothing in there which passes a token, a key, or anything like that. There is also no authentication required. I tried with their sample and it doesn't work. I tried with my address and it was the same.
