If you want to use raw printer codes, it's probably best to do everything from that standpoint -- i.e. render report completely in raw printer codes (it's doable -- I've done some programs that way -- the downside of course is that you end up with stuff that only works with specific printers).
I've been able to find why one application printed correctly and another didn't. We have a setting in our main application to allow usage of Report Behavior 90. In the first, non working, app, this setting is respected. Turning it off (and setting RB to 80) solved the problem.
If it's not broken, fix it until it is.
