FoxyPreviewer originally generates a XML spreadsheet, and then uses MSOFFICE automation to convert the XML to pure XLS. The issue is happening during this process.
I suggest you uninstall completely your Office and Reinstall it, to see what is going wrong.

Can you try to make any kind of automation with VFP, to generate any kind of spreadsheet ?
