Sorry, Bad question. Is the BUILD number of the New exe > the BUILD number of the Old exe ? If so, is the subdirectory for the exe correct in the Setup.inf (Under [Application] section) i.e. is Setup comparing the correct exe.

IMO you should not receive an option to REinstall, unless the exe comparison is the same. If the exe comparison finds an incremented build, you should receive only an Install option.

I have not seen setup fail, if these conditions are met.. but things change.
