You'd find all required commands and functions in "gendbc.PRG" that ships with VFP

MODIFY COMMAND HOME()+'tools\gendbc\gendbc'

There can be various reasons, most of them boiling down either to unreliable power supplies, PC hardware, network, and/or aggressive 3rd-party things like certain AntiVirus tools for instance.
