It may happen anywhere. While those you mentioned are prioritorized, anyone can also submit recommendations on a person who might/should receive that recognition. When time permits, I also send recommendations by trying to write several paragraphs about the contribution certain individuals have done it during a year. This is sent by email to Microsoft MVP lead and they would then have to process it in the queue they have. For .NET and SQL Server, for example, doing this like that might help to get ours members more recognized.
