Hadn't seen that message in ages -- used to be a common message back in the Win16 days (back then the solution was to edit the CONFIG.SYS to extend the number of DOS system file handles from the default -- most of the times folks simply put FILES=255 to simply "max out" that setting)... You might still see similar problem if you're running 16-bit apps -- the solution would probably be similar (can't remember what the filename is for the NTVDM however).
