You could also use a log-in script. That assumes you can add or get someone to add the script to everyone's log-in. Having said that, I don't think psexec needs to be installed - it can be copied to a USB memory stick and run from there. But in either case, if you're not allowed to install stuff you're going to probably have a difficult time with either of the above.
Why do you need the runtimes registered anyway? You can usually get away with just copying them into the same directory as your application.
