I haven't worked a lot with SQLite. However, others ( I respect) have said it's better than DBF's - but I'm not sure what that means. I do know that SQLite can handle some very large data requirements. I know it's fast (of course it is because it normally sits in memory). Since SQLite is built-in python there is no reason not to use it.
As far as drawing take a look at "matplotlib". I have not had a need to use it but I've seen some of the graphs from other apps. Very impressive!
