In terms of license, each VM is equivalent to a physical computer -- so you'll need to have a valid license for the OS.
Considering FPW2.6 is a Win16, then anything that provides Win16 environment would do -- minimum environment would be DOS w/ Win3x (that is, if you happen to have a copy just lying around...). One thing that I've noticed is if host system has a multi-core CPU, some older versions of Windows (e.g. Win95, WinXP before SP2) don't work as guest OS under Virtual PC -- in these cases you can get it to work under VMWare.
