Jim,
Your VFP may be looking for another FoxUser.DBF from the one you THINK it's using. Look in Tools/Options to see if there is a specific foxuser file listed. The check box should be checked, but the field empty when you click the 'Set Defaults' button. I found that if there was a file listed there that this overrode any setting I made at the command line.
