Oh like that license plate reader thingy? Just last week a friend of mine got his stolen car back as a result of that. Police said they just drove though a shopping mall parking lot and found "a few" stolen cars.

I think they were in the top 10 in the USA in 2010 if I remember correctly. Sure don't hear about it as much as like LAPD or NYPD - of course they need to have a zillion cops on staff so obviously better chance of getting stuck with a few bad apples.
