Yes I have had this problem.
My solution was to re-register th econtrol in question.
i.e. 'regsvr32 c:\winnt\system32\badcontrol.ocx'

Worked for me:

My control contained a *.lic file and a *.ocx file.
The problem was the control was never registered properly.
