The help for RELEASE PAD says:

Removes a specific menu title or all menu titles from memory.

RELEASE PAD _MEDIT OF _MSYSMENU

Running this line of code will remove the Edit pad from the menu but the Hot Keys are still active.

After running

RELEASE POPUP _MEDIT

the Hot Keys are inactive.

Is this by desgin?
