Hmm, XFRX would have been my first suggestion. A number of years back I was using it and ran into an obscure issue when manipulating JPGs, Eqeus tech support was quite responsive and the problem was resolved. Is your XFRX version up-to-date?

A member here offers a free reporting engine that apparently supports output to TIFF: http://www.report-sculptor.com/ . I haven't used it.

I believe at least some fax drivers output to TIFF, I don't know if the MS Fax driver can do what you want, or if there are any other free/downloadable ones that might work.
