I'm rather surprised no-one has given the footage to one of those TV forensics shows so they could settle the question once and for all. You know, those shows where they take 240p footage from a $15 web cam, of a car that's a kilometer away, at night, in a snowstorm, at a bad angle, and they "sharpen it up" to read the license plate.
