Rick Perry tried that here in Texas - but then backed off because the Religous Fanatics were screaming 'he was making pre-marital sex ok!'. It's been about the only thing he's done in office that I might approve of, if it weren't for the fact that he did it because of the huge kickback he got from the vaccine manufacturors.
