The problem you're having does appear to be technical. But privacy issues run through out Google.

The only Google product I use by choice is YouTube, and there I don't login. No GMail, no maps, no searches, etc. There are places you can't choose, such as advertisers using DoubleClick and other Google ad mechanisms.
