You know how hard it is to file steel. You need a good file, probably encrusted in industrial diamonds embedded in titanium, to do that properly. Now imagine how much more expensive the tools must be if you are making mechanical clocks - the file used must be much smaller, much more precise, yet the steel is just as hard as before, if not harder.
