iro what database connection to use: that will depend on your application, your client desires, your preferences and such factors.

iro the versions of WinDev: there are 3 different development products that each carry a separate price and they target different platforms. They do, however, all use the same underlying coding language and coding style, "WLanguage", and essentially same IDE. So if you learn one you know them all except for function differences which are platform specific.

iro .Net: WinDev can both consume .Net components and create them. Under the compiler output options it also offers, amongst other options, ".Net Application" where the help says it can create a .Net application from a WInDev project. I have not tried this and so do not know for sure if it does what it implies ... :) You can contact their sales department. You can also compile a WinDev application to a Java archive (not tried myself but I understand not all functions of WinDev can be used in a Java release - some don't apply, some have not been converted) - http://doc.windev.com/en-US/?9000010&name=java-application-and-windev
