FWIW, level of corruption in various nations is assessed regularly. I think you'll find that countries with lowest corruption have a national health scheme and countries with highest corruption have an exciting free market ideology. One of the least corrupt countries (Singapore) has government influence in many aspects of life right down to personal habits such as chewing gum, which is illegal in Singapore.
