Hi Gary,
No way that I can really help on this one. But having used one the Sybase db products in the past, may I say that the information you provide is too weak to start with.
We need at least:
1- the exact db product and its version,
2- what kind of db resource this is (since there is more than one way to export data).
If the product is Sybase anywhere (a reasonably simple product) or their file-based solution (they have one as well), I expect you can download and install some of their test and/or eval from their site to work from. Would require some work anyway since these are already non trivial tools...
If this is one of their big stuff, I wonder if there is goodwill on the provider side.
Since this heavy stuff à la Oracle is not exactly the kind of product you find as standard on machines now, requiring to install a full running copy of one of these db engines to import stuff - you'll have to - is not exactly a "provision of service", to say the least.
