Victor, I don't get what the issue is? If a customer signs up for AT&T, with a capped data plan, then that's their fault.
The government should only get involved if cell providers collude. If there isn't collusion, then the capitalistic free-market takes care of this via competition. Sprint, for example, offers no caps.
