If you're able to see the IDE in maximized mode, and are able to get at the command window, have you tried typing the following:
_SCREEN.LEFT = 0
From taskbar you should also be able to rightclick on item, then select Maximize or Restore (in your case, select Maximize. And if you've got the Command window available, you can reset location of _SCREEN)
>Well, whatever it's doing, it has completely removed my ability to use my IDE in any other state other than 'maximized'. If I try to change that, it disappears onto the task bar and I can click on it all day long and it won't come up.

On key label Alt-F12 _screen.left=0
