IMHO your best bet is to offer an amnesty for illegals. Convert them into legal taxpayers. Get their families into the system. Maybe you'll pay a few extra cents for lettuces or maybe the new citizens will pool capital to set up low-cost farms and manufacturies across the border to create jobs and reduce the inventive to nip across the border in the first place, and people who can afford maids will need to pay a minimum wage, but that's nothing compared to the billions in tax revenues that these predominantly working people will contribute. Yes there will be crims but it costs the same to incarcerate a crim whether they are a legal resident or not.
