As for association: consider the assertion that houses painted red tend to fall over in earthquakes. Is this a special characteristic of red houses? If it is, then there is a useful association. If not, then the assertion is useless.
I assumed you were saying that there is an association between illegal immigrants and drugs, crime and gangs. I offered my own association between poverty and criminality- though some might say the association actually is with being caught, since the rich can sneak out from under with a wink and a government bailout. ;-)
