With the general caveat that not everything on the internet is true, here is one source that seems reasonably credible. It says one in 32 American adults is in prison, on probation, or on parole. I also found a clearly left wing site, not cited here, that measured the rate at 28% if you include recreational drug users. I would not go that "high" but 1% is no stretch. Let's face it, this is not the most law abiding country in the world. One country we lag far behind is Australia, which began (other than aborigines) as a PENAL COLONY. I am not trashing my country but I'm not going to airbrush it, either.
