You may try a tracert 97.74.214.128 to see where exactly is the problem. Or, maybe something is stucked in the PC/browser memory. That was my case yesterday and it caused me a lot of problems. Once I rebooted, everything went back to normal. There could be something cached about that site causing it to no respond, coming from a problem at either the PC or browser level.
