The context is the suggestion that many illegal immigrants also get involved in drugs, gangs and the like, not obvious hair-splits about whether "illegal" means what it says.
Seems to me you need to decide whether you want to fix the problem or the blame. If you want to fix the blame, feel free to attack others and their motives if that presses your button. If you want to fix the problem, a few useful items might be:
1) The astronomical costs of policing the border.
2) The fact that the US already incarcerates more people than anybody else in the developed world.
3) the fact that there are millions of illegals already in the US, along with their millions of LEGAL kids.
4) The fact that people still want to keep coming.
Name a suggestion that addresses all those and you'll be on the way to success. Worry about rewarding people or potty training and it'll just keep getting worse. IMHO.
