Actually, it isn't. It used to be in the bell tower, of course. When I was growing up, it was on display on the first floor. For the bicentennial, the bell was moved to its own pavilion on Independence Mall (across the street from Independence Hall). That pavilion was so plain--just the bell, nothing to provide context or info--that they had to put costumed interpreters outside to tell people about it.
A few years back, the bell was moved to a new building on Independence Mall, which is essentially a Liberty Bell museum. It tells the story of the bell and how it came to be the symbol of liberty (probably not what most people think). The bell is in the last bay of the museum, so when you get there, you know why you want to see it.
All that said, I think the Hall itself is iconic. That's where both the Declaration of Independence and the Constitution were conceived.
