I have used Inno some but I was wondering if it is capable of doing all the rest of my requirements or if I should use VFP for some of the updating stuff.

Inno does have scripting, but the context in which the script runs is the setup executable - you can create ini files, write stuff to registry, create directories etc, but database manipulation, creating a service etc is beyond its scope.

You may, as Rick says, create a VFP executable to be run after the setup, and from that do what you need to do.
