In the license it is said that it is only allowed to run on Apple HW. Most devs I know needing Win and iOS use apple HW and either boot different OS or run both in a VM. THere are some VM's in the wild giving you iOS on other HW. I have heard of some devs utilizing such with their very old iOS they had from a previous Apple, on the theory that at least they did not pirate the OS - they might even have a case in german law.
