The you don't need a GROUP you need ORDER?
SELECT SCHEDULE.EMPL_ID,
       EQUIPMENT.*
FROM SCHEDULE
INNER JOIN EQUIPMENT ON EQUIPMENT.EQ_ID = SCHEDULE.EQ_ID
ORDER BY SCHEDULE.EMPL_ID
