It is a matter of design. You have to decide the higher abstracted design of your systems before you can answer that question.

I have the habit of only using procedures for items that I see as an extension of the underlying language. Anything else is in a class of methods that are in some way related to each other, i.e. data manipulation, mathematics, etc..
