Tod Nielsen wanted to move up. VB was "Bill's baby". Could it be he was trying to push his own agenda at advancement by getting more people to move to VB, and earn points with the boss?

I really believe that Eric Rudder believed in VFP. Perhaps it was Tod that made the original decision to kill it.
