Generally, REPORT FORM ... PREVIEW creates preview in modal window, so menu is really disabled and application toolbar may generate unwanted results (so it's better to disable it too). If you want 'modeless' behaviour, you can issue REPORT FORM ... PREVIEW NOWAIT
