I can't think of a law like that. Actually, many governments not only tolerate such talk, but actively listen... specially if it's a foreign oil company. OTOH, I frequently tell my government what to do (mostly unprintable stuff... chr(0) to chr(31)), to no effect at all.
Though, I don't if our local oil company ever tried to speak to, say, government of New Zealand. I guess the kiwis aren't too interested in sunflower seed oil.
