Is not standard but according to this article ANSI SQL:2008 introduced SQL window functions ROW_NUMBER() and RANK().

For what is worth, I tried ROW_NUMBER() syntax on SQL-Server 2008 and Oracle 10g and it worked in both, but it did not work for Sybase 11 nor for MySQL 5.1
