It wasn't either of the options but the master option of "Automatically adjust"
Long lag opening control rich forms. Lag switching between open forms in design mode. Extremely long times in both opening and closing projects.
Primarily in an app in VB with 11 projects in the solution and 25 or so reasonably complex forms
