And, this didn't change anything.
The declaration was already in the first line.
I also tried all variations as mentioned on page

Something to watch for is the .aspx DOCTYPE got cached even if the page reflects the new changes in it. So, if you include a DOCTYPE in an .aspx page and remove it after, the upcoming hit to that page will do as if the DOCTYPE is still there. In order for that to work, we need to close that window and reload the page into a new window. However, as I said, what is strange is that the content of the page, where changed, is reflected immediately inside a .aspx page.
Yes, the situation is pretty similar to the one at that page. However, the problem remains.
