I was looking for a general border around the entire table in one pixel black. That worked ok in quirk mode but in DOCTYPE html mode, they have applied a new regulation as far as standardization goes and the CSS at the TD level becomes a priority over the outer marker. I guess it is normal and we just have to negotiate with it. I reorged the entire design and was able to come up with about 100% of what I had. The look for that particular page is now almost exactly in quirk mode and in DOCTYPE html mode.
